"Nlsvc.exe" is the Service component of NetLimiter software by Locktime Software s.r.o., a software publisher in Prague, Czech Republic. NetLimiter enables private or enterprise users to monitor Internet traffic (in free and paid versions) and control it (paid versions only) with fully customizable user-defined Rules and Filters. NetLimiter has three components: Service, Driver, and Client. Nlsvc.exe and the kernel-level Driver (nldrv.exe) exist together in "C:\Program Files\Locktime Software\NetLimiter ". (The Client can reside on a remote system.) The Service runs continually telling the Driver the network actions to apply the Rules and Filters. Stopping it with "net stop nlsvc.exe" also stops the Driver since it lacks directives. NetLimiter can be uninstalled via the Control Panel.

Part of the netlimiter program. You can stop and disable this service, although you wont be able to run the program again until you start the service.
Provides the core functionality of the Netlimiter third party program. Warning, can potentially cause a BSOD (blue screen of death) in Windows 10 (DPC_WATCHDOG_VIOLATION). Should recover on forced restart.
