Msvcr80.dll is Microsoft C Runtime Library and is required to run programs written using Microsoft Visual Studio 2005.
Rule of thumb- Don't remove Microsoft software unless you know exactly what will happen if you do. This particular bit of software allows other, 3rd party, software built with the Virtual Studio 2005 to run properly.
