Harmless until it resides in system32. Based on you preference and needs it can be turned off.

Processor intensive. Best to set the service to Manual, and, if running, to stop it.
Seems this process is needed in Outlook 2013 when using Outlook to send & receive messages with multiple e-mail accounts. This is on a Windows 10 machine with Office 2013 installed and monitoring 3 e-mail accounts. With this process turned off Outlook frequently becomes unresponsive.
