What is MpCmdRun.exe?

The genuine MpCmdRun.exe file is a software component of Microsoft Malware Protection by Microsoft Corporation.
"MpCmdRun.exe" is the Microsoft Malware Protection Command Line Utility. Under administrator privileges, it enables command-line, parameter-controlled invocation of the computer's resident Microsoft antimalware product, (Windows Defender, Microsoft Security Client, or Microsoft Security Essentials). Through scripts or by direct console command prompts, anything from a single file to the entire system can be scanned, with remedial action included or turned off. It resides in "C:\Program Files\\MpCmdRun.exe," (sometimes with an additional final subfolder named "Antimalware"), and cannot be removed without uninstalling the entire antimalware product. It has existed from Windows XP up through Windows 10. Some Microsoft documentation suggests that automatic disabling of MSE or Windows Defender real-time protection when third-party antimalware is installed may not prevent MpCmdRun.exe from starting scans. Microsoft Corporation, ranked in 2016 (by revenue) as the world's largest software maker, was founded in April, 1975, by two men, Paul Allen and Bill Gates.

connecting with internet all the time.other than that its fine
There is no reason this program should access the web. Defender is not a Cloud Based utility and this does not update the definition _ I have blocked it at the firewall _ in and out. That Command Line Utility can be used to remotely modify your definition to let a bad program run and even turn off your protection_ seems like a back-door to me, so I blocked it.
It duplicate dozens of times in task manager and my computer sudently take 120 minuts to boot...and terribly slow...was formated one week ago
